I have never eaten a jaffa cake but will say biscuit to annoy the Americans who call something totally unrelated "biscuits"
"This is all your fault Jaffar! We could have Jaffa cakes at a lower price without VAT if you only used less shortening in the batter."
It's a cookie. Cookies can have filling and cookies can have a glaze. Cake is something way more substantial, and biscuits are a special case of cookies.
