Don't really see Yeltsin as anything close to Harry TBH. Yeltsin was a tool of the capitalist oligarchy and dismantled the USSR. Harry is more of a proletarian hero, or maybe that's just how I played him

Harry wanted to be a proletarian hero, but he was still a cop, so at most he was cosplaying. There’s even a thought that essentially tells you as much.
