No, a big strong guy grabbing a much smaller guy by the neck and pulling him backwards until he loses his balance is arguably the most dangerous of all of Draymond's reckless acts.
Mills could easily have gotten a neck injury and/or a concussion if he didn't sprawl to avoid the floor. And if he'd fallen completely on his back, for a few moments there he had no way to protect himself from being trampled by another player.
The difference with Draymond's other stuff is that those were attacks on another player's body region that didn't impact the player's ability to protect themselves. Somebody getting smacked in the face or getting kicked in the cup didn't throw them backwards on the floor in the midst of other players running around. Stomping on another player's chest on the ground was really bad, tho.
