It's not like they said "Bootlicking" as a proper noun or whatever to invoke the specific worship of authority definition you mean. Just a picture to demonstrate the weird deference, that happens to be of someone licking a boot.

You used "bootlicking" like it is a specifc meaningful phrase to you, like how it is used when referring to people being overly deferential to cops. This is just a meme exaggerating the issue, hyperbole. It is only as ridiculous as making a meme always is.
