Open world rpg with a superhero theme. You can play a few variations of a hero or villain, different builds have different powers. You can romance various unsuper npcs, some depending on morality; with quests to rescue them. The city is an open world where tropy incidents like bank robbings, cars in trees, villain attacks, and romance kidnappings occur as repeatable quests alongside the campaign. The campaign itself is a branching quest line with multiple divergence points depending on player decisions, and how those and many side quests resolve actually alter the open world, and the way you complete them effecrs what quests you unlock. The skill tree branches just like the questlines, and the player hits a level cap far too soon to max out everything. Meaning you can go a generalist approach, but you'll be a jack of all trades sorta build. Or, you can focus on a few branches, say max out super speed, but the level cap means you'll have to sacrifice things like super strength to do it.

I call it, Superpower. Its a pun on the political term
