I'm curious to know if there's any possible rational way to create stable rules, expect just allowing nudity, about this subject without having anyone rightfully complaining that they should be allowed to dress their own body however they want to. Some countries already have a culture of nudist beaches for exemple, so it's already happening in some places. https://en.wikipedia.org/wiki/List_of_places_where_social_nudity_is_practised

As far as I know there's no such thing as a perfect law or rule. It's per se arbitrary where you draw the line. So the rule of not being nude, or having an exact percentage of your bodies skin covered (which for women in certain Islamic interpretations is a thing) is exactly as stable a rule as the nudism you propose.

That being said, I think that it should be up to everybody to wear what they like, but there is a surprising admit of people that cannot deal with those kinds of liberty and that cling to societal framework for those kinds of decisions. And also a great many that can't seem to deal with the concept of nakedness.
