Stein wasn't on the ballot in 2000, the Green candidate was Ralph Nader. Stein first appeared on the Presidential ballot in 2012.
In the end, the Florida butterfly ballot had a bigger impact than Nader did.
That being said, Gore lost his own home state. If he had won TN, Florida would not have mattered.
Gore won Florida. He literally got more votes than Bush.
But the Governor of Florida was Bush's brother Jeb, and his people on the state Supreme Court gave the election to his brother, who again, won fewer votes than Mr Gore.
