You can either graduate at 18 or you can become a Sergent Major by 19 but you can't do both

I have no idea about the hellstate, but in many european countries, you finish highschool at 19. 12 grades, from age 7 to 19. Could be a similar setup

I'm America we start a bit earlier. Still 12 grades, but kindergarten starts when you're 5 or 6, so most people graduate at 18.
