*A tender is a method of purchasing goods or services based on open competition. In this process, organizations invite suppliers to submit bids, and the contract is awarded according to predefined criteria such as price, quality, and reliability. Tenders are commonly used in public procurement to ensure transparency and fair competition - at least in theory.
This system is designed to promote equal access and efficient use of public funds. However, because tenders often involve access to government budget money, they can be vulnerable to manipulation, underhanded competition, favoritism, or corruption if oversight and accountability mechanisms are weak.
There's no guarantee of that. Why throw away 6000 coins and the guarantee of their income for weeks on the chance that it hurts their competitor who is so filthy rich that he can absorb any loss anyway?
If they enter a war with Chief he will win because his pockets are deeper than theirs. It'd be like a small shop trying to win against Walmart, they're just going to price you out and absorb the losses with bottomless pockets until you're out of business.
This relationship is safer for their future at the moment.
