Why is she practically giving him 2,000 coins? If she doesn't take the contract, he might fail, and she could get the next contract, or she might even get this one for the full price if he takes too long.

I'm probably missing some context here.

There's no guarantee of that. Why throw away 6000 coins and the guarantee of their income for weeks on the chance that it hurts their competitor who is so filthy rich that he can absorb any loss anyway?

If they enter a war with Chief he will win because his pockets are deeper than theirs. It'd be like a small shop trying to win against Walmart, they're just going to price you out and absorb the losses with bottomless pockets until you're out of business.

This relationship is safer for their future at the moment.
