Tenders are commonly used in public procurement to ensure transparency and fair competition - at least in theory.
This system is designed to promote equal access and efficient use of public funds. However, because tenders often involve access to government budget money, they can be vulnerable to manipulation, underhanded competition, favoritism, or corruption if oversight and accountability mechanisms are weak.

I know it might seem to be strictly a part of how cute the comic is, but a fair few capitalists I've met and/or worked for are like Chief. His position lets him treat life or death matters as a game and he's more than happy to be authentically friendly with his rivals. Its really not personal for him like it is for Gabi. She is such a cool operator given the stakes.
