Ever had a really shitty bit idea? Joke you want to take way past the point of where it was funny? Want to feel like a stand-up comedy guy who's been bombing a set for the past 30 minutes straight and at this point is just saying shit to see if people react to it? Really bad pun? A homemade cringe concoction? A cognitohazard that you have birthed into this world and have an urge to spread like chain mail?

I don't know if the anime ever actually got around to this point given its glacial pacing and how this doesn't get revealed until volume 5 of the manga, but having read the manga:The monster does not, in fact, want to eat her.

spoiler even more spoiler filled elaboration: When she was a child Hinako showed Shiori kindness and fed her after finding her mutilated body in a tide pool, which cut through Shiori's alienation and resentment towards/hatred of humans and made her decide to try to bless/protect her, which entailed feeding Hinako some of her blood, praying that she'd live a long life and keep lighting up the world, and then wiping her memory of the meeting. The accident that happened later that day/within a few days, in which Hinako was horribly injured and her family died, caused this blessing to take hold faster and more strongly, allowing Hinako to survive and recover from her injuries.

Realizing Hinako is being stalked by monsters because of that blessing makes Shiori decide to take a more active role in protecting Hinako, and after realizing Hinako was suicidal decides to start fucking gaslighting her and promising to murder her after she overcomes her depression and stops wanting to die in an attempt to manipulate Hinako into healthier behaviors. She has no intent to follow through with her promise. :::

The anime kind of covers the worst and dullest stretch of the manga from what I gather, because the thing the manga actually does well is all the supernatural stuff and the dynamic between the monsters and people, how the monsters are both predators and guardian spirits caught in this back and forth between their cruel impulses, their desire to coexist and be accepted, and the hostility, betrayal, neglect, or rejection they get from humans. And this is mostly focused in the latter portions of it.
