Excuse me but what the fuck? I can somehow rationalize the US wanting some additional security for their athletes. It's weird but America is weird so whatever. But what part of fucking IMMIGRATION AND CUSTOMS ENFORCEMENT agency indicates "we do operations on foreign soil"? Considering the level of their training they're probably the biggest threat at the Olympics.
