He didn't die till 2005, so I wouldn't be surprised if it was actually by HST specifically in response to Iraq(but obvs applies generally and today)
It's from his last book Kingdom of Fear if I remember rightly. Possibly the most depressing of all, although full of darkly spot on pessimism about the American 21st Century.
