There's something unprofessional about world leaders talking over text with each other for anything of importance.

Organize calls ahead of time through staff members or something. You're not giving them your drivethru order you're talking about militaries moving here.Also, I'm not writing a world leader a text, what if they read the tone wrong?! I'm not risking that. We're having a call. I'm in the office taking notes.
If it's not that important just send my office a memo. I'm working with and paying people to handle and sort mundane communiques so I can do the world-leader specific tasks extra good. They can set up the meetings and tell me who's asking that's their job, I pay them, I trust them, I'm sure they're good at it.
