I understand they're kinda fucked if the US can just bomb whatever it wants, even if a ground incursion will eventually fail. So could they get anti-air measures or somehow manufacture them?

Short answer: No

Long answer: Fuck No.

The problem is that military logistics just doesn't work the way you think it does. As right now there is realistically only three nations that have mastered the art of managing military logistics, the US (don't laugh), Russia, and China, while everyone else relies on one or more of the three in some way for their nation's defense. And of the three options for Venezuela, two of the options have an ocean (aka makes shipments easily interceptable) between them.

Pretty much the time to start arming for defending against the US was when the sabres were being rattled, which was at least 5+ years ago.
