They weren't even cops, really. More like UN "peacekeepers" generally (although I think sometimes they were basically detectives and sometimes spies). The Jedi are depicted as having basically no political agency IIRC.

Given how much freedom they had and the ability to act with impunity, they were more like ICE agents; they dismember and execute people who get even a little rowdy and they never see a court case over it
...theocracy? Like, a Jedi theocracy? That's a pretty bad misreading of the political situation in the prequel era IMO.
By the end of the clone wars didn't the jedi have a large amount of political power and largely influenced republic policy? That was the point I was trying to make, but yeah, maybe I don't know enough about SW to have a good read on the situation.
Oh, I see. No, it was more the other way around, they were under the orders of the secular Republic and often did things that were against their religious or philosophical preferences as a result (generally with a sort of "lesser evil" reasoning for helping preserve the Republic, IIRC).
The peak of Jedi influence on politics was more than a thousand years prior to the events of the Clone Wars AFAIK. By the time of the Clone Wars they were largely stripped of political agency within the Republic and treated as a tool to be used by the government and not a religious order or an independent political power.
