They can, but I think agriculture as in farming is different enough from ecology as in environmental protections and projects, and nutrition as in food safety and consumption.
I like Minister of computers or internet.
Nutrition still feels like Agriculture. Agriculture ministries are usually charged with food safety.
Internet is Communications. But I'll do Computers.
