Ironically I'm complaining about this but I did know a really lovely girl in college who was roughly these exact same proportions, short but with extremely large boobs. Although she got them massively reduced as they caused ridiculous back problems.

In the case of that anime character, as is so often the case it feels like the problem isn’t the absolute size so much as it is the relative size. Like, if the character was taller and thicker all around and had a more mature face, it wouldn’t seem so ridiculous. But on an otherwise loli-coded body, it’s weird. Like, wings on a lion weird.
