I was curious and checked Wikipedia, this is going to sound like a joke but he was on assignment studying corn in Iowa in 1985. I'm assuming he just visited SF on the way there or back.

No, that makes perfect sense! 1980s china is a booming population just a few decades from the great leap forward.
I was thinking maybe he was in SF for the booming high tech economy. But apparently he was in the us to study a more important part of the economy!
