shout out to the time (in 2021) the UN sent a rapporteur to Venezuela to see if the sanctions are killing people and they said "the sanctions are killing people" (www.cnn.com)

Actually this is at least the second time they did this because I was looking it up to find the name of the guy they sent the other time because he was some Harvard educated guy and still told the truth (that the sanctions are what's killing Venezuelans). That was in like 2015 or 2016

Idk if this helps your hunt but this is the UN resolution from 2018 calling out the sanctions.

Recognizing that unilateral coercive measures in the form of economic sanctions have far-reaching implications for the human rights of the general population of targeted States, disproportionately affecting the poor and the most vulnerable classes, Alarmed by the fact that most current unilateral coercive measures have been imposed, at great cost in terms of the human rights of the poorest and of persons in vulnerable situations, on developing countries by developed countries.

Thanks for this, I'll probably send this and the OP's links to the lib I used to work with; we have/had a colleague who doesn't even believe there are sanctions on Venezuela (I have suspicions he's a libertarian; he's a fan of Milei as well and was making excuses for his failures)
