California isn't. They paid out SNAP in full starting this morning. It took the assembly a little time to pass an emergency bill.

But my Tennessee governor told us that they had no way to get state funds onto federal cards!! It was just too difficult so they weren't going to use the $2,100,000,000 dollars in the "rainy day fund"

Massachusetts is promising benefits in full by Saturday.

…. It’s unclear how since previously they said there wasn’t enough slack in the state budget and they didn’t say where the money would come from. They can’t possibly trust the federal govt so idk
