My local community has a lot of Indian immigrants, and let me tell you, Diwali celebrations get crazy outside of India too. And the city won't do anything about it here, either. Oh, sure, unsanctioned fireworks are illegal, and the cultural center are allowed to set them off on their property but it's not allowed in private backyards or city parks, but none of these people care. They light them up anyway, and the city won't do anything about it. They post signs all autumn reminding people that fireworks are illegal without proper permits, and then do zero enforcement when there's inevitably fireworks all over the neighborhood.
I don't have a problem with people practicing their religion and celebrating a holiday. What I have a problem with, is polluting the air and causing fire hazards. Not to mention loud noise late into the evening, which is just plain disruptive to the public peace and disrespectful to your neighbours.
Civic sense is non existent in India. Noise is basically used for Dick measuring contests and people LOVE being as loud and disruptive as possible.
You know, that explains a lot about my neighbours.
