They were definitely conflated, making fun of ”weird” people was a major part of the culture on the Something Awful forums that popularized furry hatred, and that often included queer (especially trans) people. The F-slur was also constantly used there as an insult, so they definitely didn't have a problem with doing queerphobia on a casual level either.
