The Samson option was well known for a long time.
But I always assumed the nuclear weapons would, you know, target the country (or countries) attacking you, rather than spunking your nuclear payload over the world like it's the hand of an IDF soldier performing an in-field retrieval from a dead comrade.
From what I remember about the Samsom option is that if Israel was attacked with nuclear weapons or was otherwise existentially threatened, they'd just nuke everyone regionally. Which might explain the US flip on Israel in the 60s/70s whenever it was, at one point it was more neutral (even if Kissinger et al wanted Israel as a dominant force to maintain American hegemony) - but I think it was when Israel was just about to lose the Yom Kippur war at the start of it and they tipped off the US that they'd just bomb everyone around em was when it went all out pro zionist at every level.
Anyway, its news to me that Israel might have expanded the Samson option to every country in the world. Im pretty sure they maintain a triad including subs, so they could legit do it.

I think it'd be just their 46 silos of Jericho 3 land based ICBMs that would reach LA or other furthest cities. The entity loves telling insultingly bad lies, one of which is developing a missile with a 11,500km global reach when they only claim their regional neighbors are threats. Like they wouldn't throw a nuclear tantrum when their apartheid collapses.
Besides gravity bombs, their airborne component is the golden horizon (bit telling of a name) ALBM which has ~2000km of range.
Their submarine component is pretty mid, relatively speaking; no SLBMs yet. The Dolphin 1 class is a slightly bigger German 212 class diesel electric sub with some 650mm torpedo tubes believed to be for an enlarged variant of the Delilah cruise missile. Dolphin 2 displaces 500 tonnes more due to an air independent propulsion system that gives 3-5 knots of stealthy cruising, which would take a while for a boat to get on station to launch those interceptable cruise missiles.
