FYI: You can block entire instances yourself. You don't need to wait for the admins of your instance to block them (unless, of course, your instance is not up to date and doesn't have that feature).
That's a per-app feature, and not all apps support it. Instance blocks are not persisted in the server side - if you delete your app, re-install it, and log in again, your instance blocks will be lost.
(I'm not so sure about the server persistence; there may be some that preserve that metadata, but instance blocking - as a feature - is not part of Lemmy. It's done by the apps).
