I was going to mention that, but Zionists were encouraging Jewish people to move there for a while by then.
That's true. Either way, the Madagascar plan was probably the Nazis' first choice for how to ethnically cleanse Jews without doing the Holocaust, but the (capitalist) demand for slave labor and the logistics meant that concentration camps made more sense.
