Yeah OP calling it federal spending is inaccurate, but the mandatory or entitlement spending is taxed differently, right? Like social security was supposed to be our money that we've been paying in the whole time and that's why it's mandatory that it gets paid out when we retire.
Until republicans started fucking looting it under Reagan and Bush to pay for other shit, it was a self-sustaining system, and the fact that outflows are currently high is more a function of demographics than anything because boomers are retiring.
Also if it's integrated poorly. Like if you have the human only serve as a secondary check to the AI, which is mostly right, you condition the human to just click through and defer to the AI. The better way to do this would be to have both the human and AI judge things independently and review carefully where they disagree but that won't save anyone money.
