Ironically enough union busting wasn't on the original list of their duties, so policing set up an unified front to get extra to for that duty, or companies hired third party mercenaries (who may be part moonlighting police) to do it or paid extra.

Domestic demand comes from a population that is doing well, if you demand to pay your employees 50€ less each that often ends up with most of your potential customers having that much less disposable income.
