The title is a bit misleading. It's not about sending Russian assets, but the interest those assets earned while being frozen.

Article titles are not selected by the journalist that writes it, but a separate editor. The article explains it and includes multiple sources. One would expect a loud critic to know the basic concepts of journalism.
