Let's say I use a website. If I browse the same website but unsigned in on a different browser, on the same computer, will the site be able to use any data, since I have the same IP address?

If your IP address is the same and your browser fingerprint is similar, then it's pretty likely that you are the same user.

Probably not, but it depends on the site how much they care about dual accounts.

You are trackable, depends on the site how much effort they go to to link your actions.

But if you do something that annoys the website you will quickly see how discoverable you are.
