I say communities like that aren't just for people that live there. It's a community about that location. As long as the post is about that location, I don't see why anyone would have an issue.

That makes sense. I'm aware, for example, that the regulars in some country subreddits aren't really locals, to the point that the locals are outsiders in their own subreddit. However, "outsiders" posting in inactive communities is better than zero activity at all.
I'm constantly commenting on threads from random UK and aus town communities because they show up on my feed and I have nothing better to do but yap and nobody who knows I'm american seems to care. I don't think anybody would care if the mod and sole poster of a community for a town isn't from there. At least it's something.

Tbf Brisbane has like a 2.5M person metro population. In American terms thats like the equivalent of Austin, Portland, or Sacramento, despite being the third largest city in Australia. All three of those could easily be called “random American cities” by people around the world. Small potatoes in terms of overall size. New York and Mexico City have 10x that many people
Define "regular basis"? The volume really makes a difference, e.g. 1 post/day is fine, 10 posts/day is likely to crowd out people who have a more organic interest in that place. Also, are you going to post-and-run, or will you participate in discussions if they happen?

If it's local news like the "Florida man does Florida man things" type, I'd probably post-and-run because I simply do not know the context. Actually "post-and-lurk" would be more accurate here.

Sounds fine to me.
I dont know what country 
is but the people from there are very welcoming.
