Two or three problems though: it only works during the summer, it still requires an icebreaker on the lead which multiplies the cost, and icebreakers require permission from Russia to even be authorized to ship in the first place, which makes China still vulnerable to another country's policies

I'm going to go out on a limb and suggests that the planners in China did in fact consider the costs and benefits here. But perhaps your armchair analysis will blow their minds, so you should share it with them ASAP.
