Gonna be honest, no idea how he's got the guts to do that; as I've heard, polar bears are the most powerful predators on earth. I'd satisfy myself to MAYBE throw some food to a side; but I'm still not entirely comfortable with the thought of any part of my person being outside my nice metal mobile shield.
tanks have been more powerful than polar bears since at least the 1920s
Only half of him is in the tank though, and the other half is within bite and yank distance
imagine the person getting out of the tank to take the picture tho 
I'm pretty sure Eastern Europeans see bears as potentially dangerous but usually harmless wildlife, like raccoons or foxes. Being in a tank certainly helps!

Polar bears are the most powerful predators on earth
in a biological sense, i don't think the limited tool use of the thing in your picture counts.
Polar Bear be like: thanks for the appetizer, YOU are the main course! 
I can only imagine how cold these folks were in that tank.
That's why northern wear is always so big, plush, and cushy!
They do look very cozy!
Imagine having to squeeze into a tank that barely has enough room for a regular person while also wearing like 5 layers of natural fibres and furs.
I'm sure it gets miserably hot and humid in there
