Blender has a video editing space which doesn't have any AI features built-in by default (add-ons exist made by community).
The software has a substantial learning curve but which video editor doesn't.

Any of the open-source video editing tools should meet your needs. The three best known examples are Kdenlive, ShotCut, and OpenShot.

Keep in mind that "open source" alone does not necessarily imply "no AI features". There is plenty of open source software that includes some sort of AI integration.

Kdenlive has Whisper for transcription, but it's at least somewhat useful and optional.

Every video editor is non-AI because "AI" doesn't exist.

Since "AI" is meaningless, I'm not even sure what kind of technology you're trying to avoid.
