Oh, they understand. It's the easiest grift of all time. "Stupidity" is their defense for manipulating the market for personal gain, again, and again.

Tarrifs need to be stable. The kind of stability that meant any changes would be announced a couple of years in advance. Now, the shit stain grifter announces, enacts, and retracts them in a week-month window.

That may be true for some in Trump's circle, but certainly not for Trump himself. Many of his statements have no plausible explanation as part of some nefarious money-making scheme and only really make sense if you accept that he is, in fact, a complete imbecile.
