The Shriners are sort of an offshoot of Freemasonry, which always had an element of orientalist cosplay about it. They just crank the zaniness up.

Tldr it's that shape because a turban was originally wrapped around it, apparently giving you the option of going turbanless which was desirable due to edict of some sort, and eventually people stopped wearing the turban around it at all.
