Dragon Ball Z Kakarot actually has an explanation.

There used to be a fad where you took Furry Transformation drugs, it was all the rage when Goku was a kid

Somehow the Red Ribbon Army was behind the manufacturing of these drugs.

But the fad died down around Z, and most people went back to being human. Most people, you can still see animal people in the background shots of some of the Z Movies, I wanna say Android 13 and Lord Slug have them

Lot of names in Dragonball have little puns behind them. Some survive translation unscathed, some don't. Ka(carrot). Vegeta(ble). Nappa (Cabbage), Raditz (Radish). Bulma comes from Bloomer, Her dads name is Dr. Brief, her mom is Panchy (Panty), and her son is Trunks. Whole undergarments family.

Just learned recently that pilaf sama (DB season 1) has the character for fried rice on his shirt. So it's a pun on rice for this evil guy somehow.

I'm assuming the pun has something to do with rice pilaf.

I juat watched the original dragonball recently. It was weird how the animal people seem completely absent in later series. They add a sort of je ne sais quoi that makes the original series hold up.

If you ignore the objectification of Bulma who is a teenager, that is. It seemed like every other episode Roshi was trying to be a perv on her.

Launch took them all with her when she disappeared.

There are still animal people in DBZ and subsequent series. A couple of them are even recurring characters and part of the story. wtf?

Beerus is a cosmic demigod not native to Earth. Idk if he counts as an "Animal Person" in the same way as Oolong or the Pilaf Gang's Shu. That said, both continue to exist in Z, GT, and Super as minor supporters/antagonists.

Incidentally, in interviews, Toriyama admits he forgot about the animal people between DB and DBZ for the most part. But mainline characters still show up from time to time.
