Well, in context, it's more about the government addressing issues that people encounter in their daily lives and communities (potholes, public bathrooms, clean streets, etc.), as well as bringing visibility and awareness to these improvements. And how doing so will increase belief and participation in the government.

But, yeah, not enslaving the populace is good too...
