She could refuse to sell directly to him, and keep a reserve of wheels like Chief does to keep competing during such situations when he manages to launder her wheels to him anyways.

I think she wins anyway in this situation since they're selling all their stock at a level that is making them more money than ever before. It's just that Chief is a better capitalist and is making significantly more from them, that's not specifically hurting them in this situation though.
