I haven’t kept great track of the wheel prices over time, but if we return ideas from the earlier comic on Sam Vimes’ “Boots” theory, 80 coins sounds like a deal if this wheel lasts 5x+ longer than one without a hoop - especially when you start to factor in things like needing to carry more replacements for frequent breakage.

Maybe I’m underestimating the added strength, but I figure they’d be significantly stronger but not (near) indestructible. Premium products can demand a higher price while still having a finite lifetime - 80 coins might be underselling it compared to its practical longevity compared to a standard wheel, though, which would might cause the same problem.
You'd think it's not just longevity but reliability during a trip that it would solve too. Imagine how many carts break down mid journey and take several hours to fix. Eliminating these breakdowns is gonna be a significant increase to business efficiency everywhere because it's a logistics improvement.
