Such performances, like most comedy, typically entail 'punching up' for actually humorous effect, as new standards of comedy have made mocking lower social strata a dumbass move.
In fact, it has been something of a sacred duty to comedians and clowns the world over to viciously torment, mock, and throw down with dictators of every stripe, because the biggest laughs come at the expense of the most hated fools.
