Clowning is an ancient art form, practiced by highly skilled comedians, requiring several integrated disciplines to create unique performances. Such performances, like most comedy, typically entail 'punching up' for actually humorous effect, as new standards of comedy have made mocking lower social strata a dumbass move.
In fact, it has been something of a sacred duty to comedians and clowns the world over to viciously torment, mock, and throw down with dictators of every stripe, because the biggest laughs come at the expense of the most hated fools.
Therefore, this bag of wet diarrhea in a suit is not a clown. Clowns make fun of him.
