But Trump would have to read the Constitution to uphold it, right? So I guess that's just out.
His only way to bypass Congress would be to invoke martial law. With DHS oversight currently furloughed due to a budget battle, it's very likely ICE murders more people to provoke an armed response (or false flag it) and Trump declares martial law. It's flimsy but probably the only thing he can do.
