Benefits cliffs based on income levels should never be a thing. These things should always have phase-out ramps.
I'm sure someone will note an exception where it makes sense, but I can't think of any off the top of my head.

Means testing is the primary reason why modern programs fail when compared with legacy programs and needs to be removed from the conversation with regards to how to make progress in this country.
Yeah, it puts paperwork barriers between aid and the people who need it, and it usually ends up costing more money than it "saves" by kicking needy people out of programs anyway
