No, because the crisis in the west is that houses are worth too much money, creating a bunch of cheap houses was always possible in the west, but the governments prevented that solution because if the price of houses fall then boomers and the other home owners will have no equity and be angry. The crisis that people don't have homes and get ripped off by landlords is not one that government actually cares about.
But at what cost?
