Turns out I was originally right about the era, but severely wrong about the genre. Somehow your mention of 60s psychedelic made me think of Type O Negative (I dunno how), which lead me to the right song. I've edited the details into the original post.

Yes, it very well could be. I may be completely off with my leaning towards a grunge tone and groove, possibly because the motif fits very well over the Come as You Are riff.
If it is in fact something from the area you describe, the pool of possible artists is very limited as it's not a genre I normally listen to. Clapton could be it, but the only song I've listened to a lot is Cocaine, and that's definitely it.
About the tone, it could be a very high gain one with boosted mids and lows, typical of the psychedelic genre. I also want to say it's intentionally slightly out of tune.
If it is indeed that 60s or 70s, it would most likely be Led Zeppelin, Pink Floyd, Beatles, Rolling Stones, or something influenced by those.
Reminds me of the opening rift to Pink Floyd's Wish You Were Here, based off your recording. Doesn't quite feature the grunginess you mention.

Not the one. But I'm not outruling that it could be the right band.
I do believe the sound I'm after is a bit more heavy, though.
