He is absolutely not going to legalize marijuana. He is just going to create another cash cow for his big pharma donors.

No. He's not legalizing it. He's rescheduling it, and the article only mentions "full spectrum CBD", not THC.

Maybe if someone gets a prescription, but otherwise no.

I'm curious about the "full spectrum cbd", because for the moment, most cbd products carry a high risk of trace THC metabolites. If we have no way of differentiating the two, THC drug testing is going to become quite thorny. If cbd is a legally prescribed medicine, will there have to be a carve out of some kind?

This is only saying that it can be studied now and admits that there is possible medical use. It will also likely change how the DEA and others are able to approach enforcement. It does not open the market, but that will have to come in the future.
