As I get older I've noticed young girls can be weirdly flirty in inappropriate situations. They're not doing it on purpose, and they'd be horrified if someone called them on it, but I have no idea what that's about.

It's not just the acting, it's the way it's directed and shot.
I think it is the other way around. Some women flirt by acting like young girls (baby-voice, playing dumb/ditsy, etc) and we have been conditioned to perceive those behaviours as flirting.
I can see the resemblance.
