The "premium" cars don't cost the taxpayer any more money than the econoboxes. They are partially paid for with the enhanced mobility rate of PIP and the shortfall has to be covered by the individual.

This is literally just saying that if you are disabled, you don't deserve nice things.

Maybe the argument is that if you can afford the extra shortfall then maybe you don't need the financial help? There's plenty of modern cars that are very nice that would fall under the scheme.

PIP is not a means tested benefit and nor should it be. People who are disabled and qualify for the enhanced rate for mobility face additional costs to get around that abled bodied people do not. It is about equity for disabled people, it is not fair that someone who is disabled through no fault of their own faces a higher cost of living, and that is what PIP addresses.
